It also helps create buy-in and ownership for strategic directions among staff, Board members, and other stakeholders and partners. “[A] strategic planning process enables an organization to see around corners in general terms. It provides a pathway, alterable whenever it appears necessary, a fluid instrument for pro-activity.” (Coblentz, 2002). Designing a process to develop a research policy or strategic framework must be inspired by the culture and experience of the organisations concerned.
